This concept of early transfer of Medicaid funds until 2014 Healthcare Iniatitives kicks in to releive the ADAP crisses and still keep cash coming in for PHARMA. ADAP or HIV people can be transfered into medicaid sooner then 2014 hence shoring up the ADAP problem and in other states too. like Florida. This is a perfect comprosmise. Medicaid for HIV people to blend with Ryan White Funds. I think that is called consolidation and on the road to a one payer system of Universal Healthcare for all.
