Sign Of The Times

by Laura Whitehorn

CHOWCHILLA, CALIFORNIA -- A hundred-plus protesters rallied in January outside the Central California Women's Facility, where 40 percent of the prisoners are HIV positive, to demand an independent investigation into last year's unprecedented 17 behind-the-bars deaths.
