Texas Considers Mandatory Testing in Prisons

August 24, 2006—Texas State Senator Rodney Ellis is pushing to make HIV tests mandatory for all inmates entering prison. A law passed last year makes HIV testing mandatory upon release, and about 80% of Texas prisoners consent to entrance tests. Fewer than half the states require entrance tests, and the U.S. Department of Justice opposes them.
