September 1, 2006—South Africa’s Department of Health announced plans yesterday to spend $5 million to distribute three million female condoms by the end of the year. At about 70 cents a pop, female condoms can cost up to 36 times more than male condoms. The government hopes distributing them for free will help empower women to protect themselves from HIV.
