Condoms in U.S. Prisons?

September 19, 2006—Representative Barbara Lee (D-California) unveiled legislation last week to allow condoms in federal prisons for the first time. Inmates’ HIV rate is three times higher than among the general population, with African American inmates 3.5 times more likely to die from AIDS-related causes than white inmates.
