Jersey May Legalize Needle Exchange—Finally

September 25, 2006—The battle to bring New Jersey in line with all 50 states on needle exchange gets a look today in The New York Times, which reports that the legislature may be closing in on full legalization. A very high 40% of HIV infections result from intravenous drug use in New Jersey, where Governor Jon Corzine has vowed to sign such a law.
