U.S. Money Well Spent But Not Well Managed
President Bush has tripled the amount of overall U.S. aid going to Africa annually from $1.4 billion in 2001 to $4 billion. However, Government officials have kept poor records of how $15 billion in international AIDS funds were spent; meaning they cannot prove statements about programs’ success in treating and preventing HIV.
