Bulgaria announced plans this week to try 11 Libyan police officers in absentia for allegedly torturing five Bulgarian nurses until they confessed to deliberately infecting hundreds of Libyan children with HIV. The nurses were sentenced to death in December for the crime, although legal appeals and international negotiations for their release are ongoing.
