India is launching a $2.6 billion campaign to get HIV info, condoms and testing to migrant workers traveling to cities with high HIV rates and cordon them off in “safe zones.” About 5% of India’s population travels for work annually, many of them becoming infected with HIV while on the road and then bringing it back to their rural hometowns.
