Illinois Votes Down Bill Supporting Condoms in Prisons

In a tight 6-5 decision, the Illinois House Committee voted against a bill that would provide the state’s 45,000 prisoners with access to free condoms. Opponents of the bill claim that condom availability promotes sexual activity while proponents insist that sex in prison occurs regardless of whether condoms are present and that therefore prisoners should be given protection to prevent HIV and other STDs.
