Three articles printed this week in Wilmington Delaware’s News Journal document shocking mistreatment of prisoners in the state living with HIV. The articles include a story of a prisoner needlessly dying of AIDS-related infections after being refused treatment by prison guards and medical staff. The rate of HIV in the U.S. prison population is about three times what it is among those not incarcerated. In Delaware, the articles assert, the rate is as high as 10 times that of the general population.
