Libya Proposed Death Row Deal

November 16, 2005—Bulgaria’s foreign minister said yesterday that Libya had offered to exchange an officer imprisoned in Britain for the 1988 Lockerbie plane bombing with the Bulgarian medics on Libya’s death row for allegedly infecting more than 400 kids with HIV. The minister, Solomon Passy, told British TV reporters that during his 2001 to August 2005 term, he was asked to arrange the exchange with his British counterpart. The proposal was rejected.
