Clinton Calls for Mandatory Testing

March 29, 2006—Former President Clinton called on countries with high HIV infection rates to make HIV tests mandatory—as long as they can guarantee zero discrimination and full access to HIV meds. Clinton, whose foundation works to improve HIV treatment in developing countries, also said Lesotho is about to be the first nation to implement universal testing.
