Swazi Prisoners Demand Condoms

April 27, 2006—Prisoners in Swaziland, which has the world’s highest HIV rate at 43%, are threatening to strike if the government does not start providing condoms in prisons. The government says permitting condoms would promote anal sex, which officials point out is illegal.
