The Open Society Institute released a report yesterday outlining a plan to fight AIDS in the U.S. by holding the government more accountable for AIDS spending, cutting new infections and increasing access to care. A separate report recommends ways to reduce the racial disparities that fuel high infection rates among African Americans.
