A congressional subcommittee was briefed this week on the Stop AIDS in Prison Act, introduced by Rep. Maxine Waters (D-Cal.) last month. The act would mandate HIV education prison-wide and treatment for all positive inmates. About 25% of HIV positive Americans pass through the penal system.
