The Austin, Texas, health department’s contracts with two HIV/AIDS service organizations—the David Powell Health Center and Austin Travis County Integral Care—contain serious shortcomings that could jeopardize current and future federal funding, The Statesman reports. In examining three of the city’s eight contracts with such organizations, city auditors found double billing of close to $35,000 out of a total of $1.4 million. Other irregularities included business conducted without contracts, delays in contract renewals, and inaccurate or incomplete verification data for payments. In addition, from 2009 to early 2011, the leadership of the Austin/Travis County Health and Human Services Department explicitly instructed staffers not to monitor contracts involving federal funds, even though this violated both internal and federal rules.
