An Uzbek man married to a Russian woman has been denied a residency permit in Russia because he is HIV positive, Agence France Press (AFP) reports. The European Court of Human Rights has awarded Viktor Kiyutin $20,000 in damages because he was discriminated against based on his health, saying that “the presence of an HIV-positive person in the country does not in itself constitute a threat to public health.” Of the 48 countries that have signed the European Convention on Human Rights, Russia is one of only three countries that expel foreigners if they’re HIV positive.
