The World Health Organization says that HIV-positive mothers on antiretroviral medications can breast-feed their babies up to 12 months without transmitting the virus. Five percent to 20 percent of babies born to HIV-positive women in Uganda contract the virus through breastfeeding. The Ugandan government will discuss whether to adhere to the new guidelines or stay with their existing policy.
