Uganda’s health officials and human rights organizations blame each other for the nation’s HIV prevalence rates, which have stagnated at or just below 7 percent for the past two years, the Daily Monitor reports. The coordinator of Uganda’s AIDS Control Program alleges that human rights groups prevented the government from acquiring a $270 million grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria. Human Rights Network Uganda rejects these accusations, countering that Uganda’s health ministry doesn’t give sufficient attention to the needs of lesbian, gay, bisexual and transgender people with HIV/AIDS.
