HIV/AIDS Is a “Global Prison Crisis”
“There is a global prison crisis,” said Manfred Nowak, the
top investigator on torture and punishment for the United Nations, at the XVIII
International AIDS Conference in Vienna, The Associated Press (AP) reports.
Nowak said that prisons are facilitating the transmission of HIV worldwide. Contributing
factors include: overcrowding, non-sterile drug injection equipment, sex, rape
and tattooing. He urged officials to provide HIV testing and education in
prisons, as well as free condoms.
