Festus Mogae—the former president of Botswana who currently heads the country’s AIDS Council—wants to decriminalize homosexuality and prostitution to prevent the spread of HIV, BBC News reports. He said it was difficult to promote safer sex when homosexuality and prostitution were illegal. Mogae also called for condoms to be distributed in prisons. Seventeen percent of the population in Botswana is HIV positive, which is one of the highest rates in the world. A government spokesman told the BBC that homosexuality and prostitution would remain illegal until the government concluded wide-ranging consultations to see whether there was a need to change the law.
