A bill to help smooth the transfer of people who participate in the California AIDS Drug Assistance Program (ADAP) to other coverage has been introduced in the state legislature, according to the Bay Area Reporter. As of January 1, 2014, the Affordable Care Act (a.k.a. the health care reform law) will allow many current ADAP members to go to either a new health insurance exchange called Covered California or the California Medicaid program called Medi-Cal. Current state laws on HIV disclosure may make that transition difficult, so the bill would facilitate the transfer of medical records. State Senator Mark Leno (D–San Francisco) and Assemblymember Mark Stone (D–Santa Cruz) coauthored the bill, which is endorsed by the San Francisco AIDS Foundation, the Los Angeles Gay and Lesbian Center and the AIDS Legal Referral Panel.
