After repealing its sanitary decree law in April 2013, Greece proposed reintroducing it in June. It would again allow for screening measures against sex workers, migrants and drug users. Before the decree was repealed, Greek authorities arrested and detained several sex workers and had them tested for HIV. Some of them were prosecuted and had their photos published. According to a UNAIDS statement, the organization is concerned the bill would potentially violate human rights. Further, UNAIDS believes such measures deter at-risk people from accessing HIV prevention and care services.
