AIDS Services of Austin (ASA) will use a five-year, $1.6 million grant from the Substance Abuse and Mental Health Services Administration of the U.S. Department of Health to create a substance abuse and HIV prevention program for former inmates, Austin Business Journal reports.

Called Project Fresh Start, the program will primarily serve African-American men and women in Travis County who have been discharged from jail or prison within the past two years.

Slated to begin in September, Project Fresh Start will include community outreach, risk reduction counseling, protocol-based counseling for HIV testing services and educational support groups. The project will serve about 9,000 people.
