Since January 1, the Kansas Department of Health and Environment has cut back free HIV testing for many rural communities, The Associated Press reports. The department used to provide free HIV testing kits and specimen analysis to 40 counties. Now it only provides such services to the 10 most populous counties, which generally have the most HIV cases. The department says the HIV rate is so low in some counties it no longer made sense to give free tests to those areas. There are 2,750 people with HIV in Kansas.
