A bill offering more affordable housing to people living with HIV/AIDS has received support from both chambers of the New York legislature, The Associated Press reports.

According to the article, the bill would allow New York City’s HIV/AIDS Services Administration to cap its clients’ rent and utilities contribution at 30 percent of their income. This legislation would affect nearly 31,000 clients.

The bill passed the New York State Senate in July following an emotional speech by Senator Tom Duane (D–Manhattan)—the first openly HIV-positive and openly gay senator in the state—on behalf of HIV-positive New Yorkers. Assembly Speaker Sheldon Silver has also voiced his support, but Governor David Paterson has yet to say whether he’ll sign it into law.
