FY 2013 U.S. Budget Cuts PEPFAR, Adds to Global Fund

To avoid a federal shutdown, Congress has passed a bill to continue funding the government through October 1, which is the end of its fiscal year 2013, Science Speaks reports. FY 2013 funding for the President’s Emergency Plan for AIDS Relief (PEPFAR) was cut, but funding for the independent Global Fund to Fight AIDS, Tuberculosis and Malaria was increased. PEPFAR funding was cut by 4 percent from FY 2012. Factoring in an additional 5 percent reduction because of automatic across-the-board cuts known as sequestration, PEPFAR will lose $380 million for a total budget of $3.863 billion in FY 2013. The Global Fund received an increase of $348 million from FY 2012. However, that funding also is subject to a 5 percent sequestration cut for a total contribution of $1.566 billion in FY 2013. The net result is still an increase from the $1.3 billion the Global Fund received from the United States in FY 2012.
