Proposal to Allow HIV Tests on Alleged Rapists in South Africa
A proposal in the South African province of Limpopo would force men accused of rape to have an HIV test; if positive, they would be charged with attempted murder, The Christian Science Monitor reports. Police say the proposal is allowable under existing law. Advocates say the proposal reinforces HIV stigma. The proposal comes in the wake of a brutal rape and murder of a 17-year-old woman about two hours from Cape Town.
