On May 30, 2007, President Bush announced: “Many HIV-positive Americans are able to lead productive lives. The story has been quite different elsewhere, especially in sub-Saharan Africa.” But as Bush and Congress returned to Washington after summer recess, an AIDS crisis raged right outside their bedrooms. In some DC neighborhoods, more than one out of every 50 people is living with AIDS, a rate comparable to that of some parts of Africa. Roughly 128 of 100,000 people in DC acquire the disease each year, compared to the average 13 per 100,000 nationwide. You do the math.
