Cambodia will distribute 450,000 condoms during its annual water festival, Xinhua News Agency reports. The three-day event attracts millions of Cambodians to the city of Phnom Penh. Sim Kimsan, communications director for the National AIDS Authority in Cambodia, said the main target for condom handouts will be the boaters, their companions and other people considered at risk for HIV. Cambodia is recognized as an HIV success story for reducing its prevalence rate from 2 percent in 1998 to 0.7 percent in 2009.
