Mandatory HIV Testing of Health Workers Considered in Alberta

Two questions. 1) Why do health workers need to be tested and identified? 2) How could there be 200 patients exposed to the viruses by him/her? I'm an RN and I can't figure out how, with universal precautions used consistently, someone could contract from a hospital employee.
