East Africa’s Legislative Assembly has passed a regional HIVprevention and management bill to protect people with HIV, reports PlusNews.The bill establishes minimum standards of care for HIV services in five states(Burundi, Kenya, Rwanda, Tanzania and Uganda) and promotes a human rightsapproach to HIV. Specifically, the bill outlaws discrimination, guarantees theright to privacy and ensures health care regardless of HIV status. The billpassed without including provisions to criminalize the deliberate transmissionof HIV, though three of the five member states—Burundi, Kenya and Tanzania—haveseparately passed HIV criminalization laws.
