Easy- pharmaceutical testing wasn't around for thousands of years. Testing on monkeys to grow antibodies for a specific disease and then transplanting them into humans without proper screening inadvertently sped up the spread of the disease. Case in point- NIH testing of Hep B vaccine on gay men in SanFran and NewYork, as well as other areas in Africa. Amazingly, these were the initial vectors for infection. Look it up, draw your opinions, and then deny it like they would too.

Let's not forget that the spread of HIV out of Africa was greatly helped by improved transportation. One also wonders what, if any treatments, the traditional healers in Africa had when confronted with HIV. These questions are purely academic, as they will not help to stop the spread of HIV.
