An "obvious to the most casual of observers" approach that could be implemented in America. If rabies were infecting a wild animal, there would be rabies vaccines and/or treatment concealed in food and placed along known routes of travel of those animals. Local Departments of Health could implement early treatment by testing in locations known to be frequented by HIV+ individuals. With 14,000/year dying of HIV we need to "First do something" - and if that "something" causes harm, modify it.
