"Refuse" is an awfully harsh word to be used by a supposedly HIVer-friendly publication. Effective reatment requires access to the clinical setting, money or benefits for meds, and the stability in schedule and hosting to be adherent--and those are challenges for most lower-income and rural HIVers, according to the original piece.
