No surprise here. Ryan White ADAP funds are being used to buy insurance and pay drug co-pays. We've been doing that since the early 90's. What is different today, is that states that didn't have high risk insurance pools prior to ACA, or had state statutes not permitting the purchase of coverage in risk pools, today coverage can be bought and leveraging Ryan White ADAP funds. However, do PLWH find their doctors and other health care providers in the narrowly defined insurance networks?
