Puerto Rico’s Governor Anibal Acevedo Vila yesterday unveiled a plan to overhaul the island’s AIDS treatment program, which has been in crisis since the U.S. federal government halted payments last year due to suspected mismanagement of funds. Clinics throughout the island have been rationing scarce HIV meds, and many have shut down. Puerto Rico’s HIV rate—26 per 100,000—is twice that of the U.S. mainland.
