I do believe we have an Emancipation Proclamation as our 13th Amendment, where no person can be subjected to involuntary servitude (read, slave labor) unless it is a part of the punishment for the crime. This must include citizens and aliens, whether they are prisoners or not. If that punishment from the court includes jail time but no mention of labor duties, then the Corrections Department has stepped way out of its jurisdiction due to vague and wrong-headed interpretation of the law.
