A compromise Texas budget denied a $19 million funding boost to the Department of State Health Services (DSHS) program that provides HIV/AIDS medications to low-income Texans, The Houston Chronicle reports. The Texas HIV Medication Program (THMP) did not receive increased funds from either general revenue or Medicaid, although the budget contained an option to transfer $19 million from Medicaid to THMP if various officials agreed to do so. Without the requested funds, many who qualify for THMP may end up on waiting lists, health care advocates warn.
