Ryan White Funding has to be made much more firm. These agencies are at the will and mercy of the people authorizing funds who for whatever stupid reason are not getting this earmarked money to the RW providers to their consituents who are supposed to get this assistance. I've had electric & rent vouchers in process FOR A YEAR and still not paid. I applied for HOPWA help in 12/2006, DCA in Trenton lost it and had to apply again. Now, I'm 44 on the list and must wait til someone dies to move up!
