Having read this article and others on the issue, I have to admire its intent, but I'm skeptical that it's capable of accomplishing what it purports to do. I'm not convinced the state can even reliably determine what the VA is paying for its drugs. Even if they can, what's to stop the pharmaceutical makers from simply withdrawing from the Medi-Cal market entirely? Pharmaceutical prices are wildly out of control and we need to do something, is this really that thing?

The "do nothing" option is not an alternative. If they start screwing with the VA, there will be major blow back. It will lead to legislated price controls, which is called for, in as much as the public sector is a huge customer. We need to act and not continue to roll over as drug companies raise prices because of the inelastic demand for their products.
