If funding has increased then why has funding actually been stagnant in the past and most recently cut by 20%? Furthermore, Ryan White, a Federal Program has instituted additional road blocks to even obtaining assistance for this life saving program. If this is what President Obama is calling an increase in funding I am terrified to know what an actual cut in funding would mean for an already devestated and strained system.
