So, if all of this funding is coming in, why is it that myself and so many others are struggling with homelessness? I can't afford Food AND Shelter, and I can forget about any transportation! All of that funding goes to big pharma companies to work on shit that only kills us anyway! Forgive me for the frustration, but I am tired of struggling.

The headline is very misleading. When I first read it, I wondered if the governor was giving money out of his own pocket. That is of course not the case. The article you linked to had a proper headline.
