This in my opinion will stigmatize to the general public all people with HIV as Crack Pipe smokers. This is a bad idea. I am sure there is a better way to outreach.

FREE CRACK PIPES? Are you kidding me? It's mind blowing, given the HIDEOUSNESS of that drug, that leaders within the PPC would even consider such an idea. Why not consider fund raising programs to allow for FREE drug use intervention programs instead? Sometimes I shake my head at the mindlessness of people who are supposed to be working on the front lines of HIV prevention. Crack users might as well be told, "here's your free crack pipe, and here's to your health; smoke-up and have a good time!"
