I may not be understanding but I do believe that strategically giving somebody HIV when they know that they have it and they purposely infect others out of hate and anger there should be laws in place for those people to be punished. Unfortunately there are people out there who are positive for AIDS do not take their medication and are so angry that they strategically go out and infect people on purpose how can that not be a crime? That's premeditated and that is using the virus as a weapon.
