The NHS in the UK assesses on costs AND efficacy. Condoms are provided already or else are cheap. Condoms are at least as effective against HIV as PrEP and cost far less. Condoms also do what PrEP can't do - they help prevent the spread of a whole lot of other sexually transmissible infections / diseases. If you want PrEP then pay for it yourself! Don't go expecting it for free.
