In my opinion it is discriminatory BUT NOT draconian at all. The law should criminalise any person who knowingly has put or puts another person at risk of HIV/AIDS or any other STD. The fact that people have been allowed to get away previously with passing on STDs actually fuelled the epidemics in STDs in the 20th and 21st centuries. Liberalism, laxity and carelessness basically screwed us. Is it too late?
