Reasonable Law - If infected people take reasonable steps to avoid passing on HIV or any other Sexually Transmissible Disease, then no crime will have been committed - and so no prosecutions should be sought. But skin colour should not protect a person from prosecution! If you know you are or may well be infected and you don't take precautions because then you are guilty of putting the other at risk. Being black is no good reason to let someone off Scott free.
