With a circumcision rate of almost ZERO, Western Europe is seeing a reduction of HIV infection rates of 20% In 1997, the WHO issued a stern warning that Western Europe was ignoring studies that showed male genital mutilation could stop the spread of HIV. Here we are 21 years later and one more time here's proof that male genital mutilation DOES NOT stop the spread of HIV. Why are we wasting billions of dollars in Africa mutilation men when it's prove not to work?
